Safety Appliance Act

One of the more common safety appliance violations on flat cars is a bent vertical hand brake shaft, one where the cotter pin and washer are missing, or one where the hand brake is not in the operating position. These are examples of ineffective or ineffecient hand brakes. I once conducted an inspection of a military train from Fort Knox, Kentucky, where over half the train had defective safety appliances, which had to be repaired before it could leave the terminal.
